The father educational Institution o fire technical assignment was established by by the decision of municipal Duma of Saint-Petersburg in October 18, 1906.

In 2001 the State Fire Service was introduced to EMERCOM. Thus the necessity of enlarging the corpus of highly qualified engineers and specialists for the rescue and fire service became apparent. Taking into consideration the enormous experience and traditions, the Government of Russia signed a Decree of August 13, 2002, according to which Saint-Petersburg Institute of State Fire Service of EMERCOM of Russia was revived. In April 2006 the Institute became University which is the highest level of higher educational establishments in Russia. St. Petersburg University of State Fire Service of EMERCOM of Russia is the higher educational establishment which provides training in the field of fire and rescue work and emergency management as well as advanced higher education of MEng/MSc level in Fire Engineering, Fire Safety, Law, Psychology and Management

University perform student and lecturer exchange project with Malardalen University (Sweeden) and Hamburg Fire Service College (Germany)
University has signed cooperation agreements with Eastern Kentucky University (USA), Ecole Nationale Superieure des Officiers de Sapeurs –Pompiers (France) and Hamburg Fire Service College
Annually, the university hosts international scientific and practical conferences, seminars and round tables on a broad spectrum of theoretical, scientific and applied problems in the fields of fire prevention and firefighting.
